About the service
The OpenProcurement.fi service is your view into the purchases of the Finnish state and other public organisations. The service aims to increase the openness and transparency of public sector spending. For companies, the service provides information on current market conditions. For the first time, this information will be available under one address.
The service shows the parties from which products and services have been procured from as well as when these procurement were made. The use of public funds is displayed to the purchase invoice level. All purchase invoices can be inspected right down to the posting row level.
The materials used to create the OpenProcurement.fi website will also be published in a machine-readable format through the national portal for open data, avoindata.fi/en
This service is provided by Hansel Oy.
Procurement data can be inspected from three perspectives
- Buyers: Buyers are state and other organisations that purchase goods and services. In this service, state procurement units are presented at the accounting unit level, and other procurement units by the organisational structure used by each organisation.
- Supplier: Suppliers are companies, associations or entrepreneurs from whom the buyers have bought goods, supplies and services. When the supplier is a private individual, the supplier is marked as "supplier information not public". In case the information on supplier is confidential according to the Act on the Openness of Government Activities, the supplier is marked as "Confidential".
- Procurement categories: Purchases can be also inspected by procurement category. From there, you can also inspect the product and service groups that the data has been divided into based on the posting of invoices.
Licensing and references
This website is based on state and municipal procurement data that has been published on the avoindata.fi service. The materials have been licenced with the Creative Commons Attribution 4.0 International licence. The information presented in the OpenProcurement.fi site, you are required to state the original source and date of the material version.
What is the source of the information?
Service on state procurement is collected from the state invoice system (Handi and previously Rondo), from which the data is copied to the service right before it is archived. This means that the invoices have already been subjected to the necessary inspection and approval rounds. If any amendments are made to the invoices in the accounting system or if they are removed from accounting after this, these changes will not be made to the data presented in the service. The data for other organisations is based on the purchase invoice data that the municipalities have submitted to Hansel.
For state data, the service contains invoices that have been recorded in the state’s procurement accounts. The state’s procurement accounts are listed in the final report of the State Procurement Development Project (HANKO) (in Finnish), in annex 7, pages 91–93. Purchases made by state-owned companies are not recorded in the service.
The material does not contain purchases processed in the State M2 expense system. M2 is mostly used to process travel-related expenses such as travel related purchases as well as mileage and daily allowances. Also, purchases made with the Government payment card are excluded from the service as they are processed in the M2 system. The information content of the service is under continuous development.
For the data of other organisations, the service features primarily the investments and expenses recorded from purchase invoices and from which write-offs and aids have been removed.
Hansel Oy has subcontracted HiQ Oy for the site’s technical implementation. Confidential material has been removed or anonymized before being transferred to the service.
Confidential content
Some state and other organisations’ purchases are classified as confidential by law. Confidential purchases are not included in the service. Information from multiple buying organisations have been partially removed or anonymized.
The service is updated frequently. Information base will be expanded when possible.
Anonymization of the data is conducted in a manner that may also anonymise non-confidential information.
About the service
The OpenProcurement.fi service was created as part of the Digitalisation of Government Procurement Programme , which is a programme (VM047:00/2016) managed by the Ministry of Finance. The ministerial working group for Digitalisation, experimentation and deregulation advocated the motion to publish state spending data on 16 January 2017. The Ministry of Finance assigned the implementation of the service to Hansel Oy. The first version of the service was published in September 2017.
